How do they work?

I bought a pair of circular knitting needles (the kind with the wire...) and I can't figure out how to use them! It seems to me that they would make an awfully wide tube - if I could find out how to use them!!!

I've read books on how to do it but they are all SO unclear. I know you're just supposed to cast on until the stitches fill the wire... but what if you want to make a skinnier tube than the 10" diameter ones I have??? I mean, I know that's almost perfect for a hat... but what about a glassescase? I would also much prefer not to buy anything else. XP
